*My progress was corrupted so I didn't actually earn this achievement, and I cannot be 100% sure that the trafficking missions are needed to obtain Family. Completing the agenda missions should be enough to earn the loyalty each underbosses and the hopefully net you the prized Familyachievement you may have to complete a few trafficking missions for each boss as well. Since each will control three districts at the end, you can also complete each of the underboss' five part agenda mission as well earning those respective achievements.
Be sure to plan ahead by assigning both rackets to the intended district manager, otherwise you risk pissing off the person who lost control of a racket.
Assign districts equally, each underboss getting control of three in total.
